Do you have a WATER Deck that you want to turn into a better Deck? The best WATER Monsters will all be featured right here. I have been dueling for a long time, and I have been able to identify through trial and error the 10 best WATER monsters for your Deck. All of the WATER monsters on this list are separated from the rest of the WATER monsters based on a good effect or highly unusual ATK/DEF values.
I am aware that there are many Synchro and XYZ Monsters that are WATER monsters and do deserve to be in the Top 10, but there are only Effect Monsters on this list.

These are some of the WATER monsters that will appear on the Top 10 List.
Slushy - 10th Place
Slushy is a Level 2 monster with 0 ATK and 0 DEF. When you Normal Summon Slushy, you can send 1 Slushy from your Deck to the Graveyard. If you have 3 copies of Slushy that are either in your Graveyard or banished, you can banish this card from your Graveyard to Special Summon 1 Level 5 or higher Sea Serpent-Type monster from your Graveyard. Since Slushy has 0 ATK and 0 DEF, it will be easy to destroy which will make the process of getting 3 Slushys in your Graveyard easier. You can only use the Special Summoning effect of Slushy once per turn, but if you have 3 in your Graveyard, you will eventually be able to Special Summon 3 Level 5 or higher Sea Serpent-Type monsters which can be used as XYZ Materials or to overwhelm your opponent.
Penguin Soldier - 9th Place
Penguin Soldier is a Level 2 monster with 750 ATK and 500 DEF that when flipped allows you to select up to 2 Monster Cards and return them to the owner's hand. This is a great way to get Monster Cards off of your opponent's side of the field, and you can also choose monsters that were Tribute Summoned to make it more difficult for your opponent to get those monsters back on his/her side of the field. Penguin Soldier also clears the way for more of your monsters to attack your opponent's life points directly.
Star Boy - 8th Place
Star Boy is a Level 2 monster with 550 ATK and 500 DEF that increases the ATK of all WATER monsters by 500 and decreases the ATK of all FIRE monsters by 400. Star Boy is not necessarily the strongest card with its 550 ATK (really 1050 ATK with its effect), but Star Boy gives all of your WATER monsters a nice boost. You will see the benefits of the ATK boost if your WATER monsters attack your opponent's monsters or your opponent's life points directly. One flaw with Star Boy is that these effects last as long as this card remains face-up on the field, and it is easy to destroy. However, the opportunity for all of your WATER monsters to gain 500 ATK (especially if you have a WATER Deck) should not be overlooked or thrown away.
Shocktopus - 7th Place
Shocktopus is a Level 4 monster with 1600 ATK and 800 DEF. When this card is destroyed by battle and sent to the Graveyard, it is equipped to the monster that destroyed this card. The monster equipped with this card cannot change its Battle Position, and its ATK becomes 0. This will make your opponent think twice before destroying this card by battle, and if you leave this card in face-down Defense Position, you opponent won't even expect it.
Ocean Dragon Lord- Neo-Daedalus - 6th Place
Ocean Dragon Lord- Neo-Daedalus is a Level 8 monster with 2900 ATK and 1600 DEF that cannot be Normal Summoned or Set. This cad cannot be Special Summoned except by Tributing 1 Levia-Dragon- Daedalus. This card is a very strong card, and if it could attack your opponent's life points directly with 2900 ATK, that would be nice. This is where Ocean Dragon Lord- Neo-Daedalus' effect comes in handy. By sending 1 Umi card you control to the Graveyard, all cards in both players' hands and on both players' fields are sent to the Graveyard. The only card that remains on the field is Ocean Dragon Lord- Neo-Daedalus which can attack your opponent's life points directly at will. If your opponent's next draw is a bad one (a monster that requires Tributes), then you will be able to attack your opponent's life points directly with Ocean Dragon Lord- Neo-Daedalus again. This will result in your opponent losing 5800 which is more than enough to make them lose the duel.
Friller Rabca - 5th Place
Friller Rabca is a Level 3 monster with 700 ATK and 1500 DEF that has an effect that can be used when it is in the Graveyard. When a face-up Sea Serpent, Fish, or Aqua-Type monster you control is targeted for an attack, you can banish this card from your Graveyard to negate the attack. Then, the monster who had its attack negated loses 500 ATK. This ATK decrease lasts until your next End Phase. Then you can attack the weakened monster on your turn. Friller Rabca may not be as strong as the other WATER monsters featured on this Top 10 List, but Friller Rabca's effect is very easy to use, it can be used anytime (if the monster being attacked is Sea Serpent, Fish, or Aqua-Type), it protects your monster, negates an attack, and decreases the ATK value of one of your opponent's monsters.
Mobius The Frost Monarch - 4th Place
Mobius The Frost Monarch is a Level 6 monster with 2400 ATK and 1000 DEF that when Tribute Summoned successfully allows you to destroy up to 2 Spell/Trap Cards on the field. I have used this card in many of my Decks because if this card destroys 2 of your opponent's Spell/Trap Cards, your opponent has less cards to defend their monsters and their life points. You can destroy Spell/Trap Cards that you control that you no longer want to control such as Gravity Bind. Mobius The Frost Monarch gives you a lot of options, and with 2400 ATK, it can do a lot of damage to your opponent's life points.
Hyper-Ancient Shark Megalodon - 3rd Place
Hyper-Ancient Shark Megalodon is a Level 8 monster with 2900 ATK and 1300 DEF. When Hyper-Ancient Shark Megalodon inflicts Battle Damage to your opponent, you can destroy 1 monster on your opponent's side of the field. When Hyper-Ancient Shark Megalodon inflicts Battle Damage to your opponent, chances are it will be a lot of damage since Hyper-Ancient Shark Megalodon has 2900 ATK. Then you will be able to destroy another monster your opponent controls. With Hyper-Ancient Shark Megalodon, you can destroy multiple monsters your opponent controls at a time which will give your other monsters the opportunity to attack your opponent's life points directly.
Superancient Deepsea King Coelacanth - 2nd Place
Superancient Deepsea King Coelacanth is a Level 7 monster with 2800 ATK and 2200 DEF. Once per turn, by discarding 1 card from your hand, you can Special Summon as many Level 4 or lower Fish-Type monsters from your Deck as possible. These monsters cannot attack, and their effects are negated. You can choose which Fish-Type monsters you Special Summon from your Deck, so if you Special Summon Fish-Type monsters of the same Level, you can XYZ Summon a very powerful XYZ Monster. Getting 3 Level 4 monsters on your side of the field could result in your XYZ Summoning Number 32: Shark Drake which is a very powerful XYZ Monster with a great effect. You can also negate the effect of a card that targets Superancient Deepsea King Coelacanth by Tributing 1 Fish-Type monster you control. Then the negated card is destroyed.
White Night Dragon - 1st Place
White Night Dragon is a Level 8 monster with 3000 ATK and 2500 DEF. During either player's turn, when a Spell/Trap Card that targets this card is activated, that card effect is negated, and if it is successfully negated, that card is destroyed as well. Your opponent won't be able to use cards like Change of Heart to gain possession of this card. When a face-up monster you control is selected as an attack target, you can discard 1 Spell/Trap Card from your hand to change the target of the attack to this card. This effect will provide useful in protecting your weaker monsters from your opponent's stronger monsters. White Night Dragon has 3000 ATK which means an opponent's monster that attacks this card (because of this card's effect) is most likely going to be destroyed and result in your opponent losing a lot of life points.
